Job Summary:
Malanai LLC is recruiting a Paralegal to support the US Department of Transportation (DOT) National Highway and Transportation Safety Administration (NHTSA) effort. The Paralegal will be involved in several legal assistance duties specific to the Import and Certification Division (NEF-230), Office of Vehicle Safety Compliance, under the Associate Administrator for En-forcement. Duties may include examining cases files to determine any legal issues and sufficien-cy of evidence or documentation. This position will require knowledge of the Federal Statutes and Regulations, primarily 49 USC Chapters 301, 321 (Definitions), 323, 331, 49 CFR Subtitle B, Chapter V (Including Part 571, Federal Motor Vehicle Safety Standards (FMVSSs)), Federal Rules of Evidence, Federal Rules of Civil Procedure, and the Federal Rulemaking Process.
The paralegal is expected to have education to attain a paralegal certification from an accredited educational institution.
Key Responsibilities:
The Paralegal activities include but are not limited to:
• Practical knowledge of basic legal principles and concepts to interpret and appl, or explain to others the application of, a body of law, regulations, precedents, and practices covering one or more recurring types of legal actions (specifically enforcement actions) encountered by NEF-230.
• Knowledge of the principles, concepts, and methods of legal research and reference sources such as agency manuals, directives, issuances, or commercial legal publications (such as WestLaw) sufficient to locate appropriate data such as applicable precedents, legislative history, and Agency legal interpretations which bear on NEF-230 legal issues.
• Knowledge of formal or informal rules of evidence and skill necessary to evaluate the adequacy and/or admissibility of evidence, to request additional data or further investigation, when needed, or assist NEF-230 investigators develop narrative or graphic exhibits to support specified legal arguments.
• The paralegal will be expected to draft and develop legal documents including but not limited to Information Requests, Show Cause Letters, Revocation and Suspension Letters, Warning Letters, and Notices of Inspection. The paralegal will be called upon to write other documents subject to review by the Office of Chief Counsel to expedite enforcement actions.
• The paralegal will participate in NEF-230 working groups to improve and update rules and policies that are pertinent to the Division’s programs. Including but limited to updating regulatory parts, internal control and investigative policies. The paralegal will be assigned to participate in the completion of the Division Operations Manual, and Small Entity Compliance Guide for Registered Importers conducting legal research where needed, drafting and editing.
• The paralegal acts as a bridge between NEF-230 and the Office of Chief Counsel ensuring that worked performed by the Division’s investigators is adequate to expeditiously execute successful enforcement actions. The paralegal will conduct other administrative duties as assigned that are pertinent to legal or regulatory processes.
• If there is stress on available administrative resources the paralegal will be given other administrative duties as assigned. Those duties would most likely entail assisting with a priority task providing administrative support. The paralegal could also provide legal related administrative services to other divisions of the Office of Vehicle Safety Compliance. Provide administrative support for the planning, tracking, analysis and execution of funding to support organization mission.

Qualifications:
• Expected to have education to attain a paralegal certification form an accredited educational institution.

Technical Qualifications:
• Competency in PDF editing and documents comparison software (e.g Adobe Acrobat).
• Strong technical writing skills.
• Proficient in Microsoft Suite (especially Word, Excel and Outlook)
• Experience with Sharepoint, Teams, or other document collaboration tools.

Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to 50 pounds as necessary.
